Why is Rod Rosenstein helping the Special Counsel Robert Mueller to look at just one side of the Russia Collision issue involving president Donald Trump?

Why isn't Mueller investigating all of the angles and sides of the Russian/Trump Collision problem and issues? So now, of course, I feel just like President Trump saying, "what's going on out there!?"
